Satellite SOS seems like it will work globally. The settings mention a support page that lists which countries are supported. The settings also talk about a partnership with Garmin for global emergency response.
Right now, you can’t actually test Satellite SOS. The demo options don’t work yet. This means Google is still finishing the feature before releasing it.

Pixel Phones First
